New Gate at NPOA Dumpster Site

RE:        New Gate at NPOA Dumpster Site

Background: As homeowners have undoubtedly noticed, the use of the NPOA Dumpster Site (“the Site”) has over the years become increasingly subject to abuse, both by some homeowners themselves, and also by contractors, gardeners, outsiders and other unauthorized dumpers. Construction debris, old mattresses, discarded furniture, and large electronic waste items are frequently found there. None of this is authorized. To deal with this situation, NPOA and NCSD determined that the only viable solution was to install electronic gates at the Site, limiting its use to Northstar homeowners and their authorized guests.

The new gates will be activated starting on Monday, July 30th. The gate will be accessed utilizing the same key cards as you use for access to the NPOA Rec Center. New cards will not be issued. (Of course, replacement cards are available in the case of loss, with the usual replacement fee of $25 per key card.) Hours for use of the Site will be the same as in the past, from 7am to 8pm.

Rules for Authorized Use: The following rules for authorized use of the Site are not new. They have been in effect for many years, but have frequently been ignored. They are simple and straightforward:
  • The Site is to be used only by Northstar homeowners and their authorized guests, including renters.
  • The Site is not for construction use or construction debris. Key cards are not to be given to contractors by homeowners. Contractors are required to dispose of their waste at other local disposal sites which are intended for this use, and on projects requiring NPOA design and construction approval, street side dumpsters are required or waste is to be hauled away regularly from the home.
  • The Site is only for disposal of normal household waste and recyclables.
  • The Site is not to be used for disposal of old mattresses, furniture or other similar large items. These types of items should be taken to the regional waste disposal center at Highway 89 and Cabin Creek Road. For additional information go to www.waste101.com
  • The Site is not for disposal of E-Waste or hazardous materials. Again, the regional waste disposal center is available for such items. We may, on occasion, provide specialized dumpsters for E-Waste disposal around the summer holiday weekends, in which case notice of this will be sent to homeowners.
  • Yard waste should not be disposed of at the Site. NCSD provides a service during the summer months for collecting and disposing of pine needles and similar compostable yard waste.

Enforcement of Rules for Use: As the posted rules at the Site have long stated, violation of these basic principles will subject offenders to fines, and for repeated offenses, may result in loss of privileges to utilize NPOA facilities. NCSD and NPOA will address such situations on a case by case basis after notice to violators. The new gate system includes cameras which will permit us to identify cars or trucks which dump unauthorized materials, and the entry system at the gate will identify the card used in such cases.

We hope everyone will cooperate with these simple rules and we can finally eliminate the misuse of the Site which we’ve seen in recent years. As always, please make sure to lock the dumpster bins to prevent access to our neighborhood bear population.

Parking Policy

On May 26, 2018 the Board of Directors passed the following Parking Policy.  This policy was requested by a number of owners who have experienced difficulty parking near their unit during peak periods.

​The primary purpose of this Parking Policy is to assure that occupants of each condominium, whether owners or guests, are provided with the parking privileges to which they are entitled. Only authorized vehicles may park in the parking areas owned by Indian Hills Owners Association. In general, authorized vehicles include passenger cars, motorcycles, and light trucks (meaning those for which the loaded weight specified by the manufacturer including passengers and cargo, does not exceed 8,500 pounds). Commercial and recreational vehicles exceeding 3/4 ton may park temporarily for loading and unloading purposes only. Trailers or other wheeled vehicles attached to or separated from an otherwise authorized vehicle will be ticketed unless arrangements are made for their temporary presence with the Indian Hills property management company.
  1. By May 1st of each year, all Indian Hills unit owners will be mailed three (3) hard plastic rearview mirror hanger “Guest” passes and two (2) vinyl static windshield “Owner” passes. Both “Guest” and “Owner” passes will be valid from May 1st through April 30th.
  2. The five (5) passes will be numbered for each unit from 6001 through 6144 (A-E). On the backside of the hard-plastic rearview mirror “Guest” passes will be printed: Please return this parking pass to the Indian Hills unit before leaving Northstar. Failure to do so may result in a $150 replacement charge.
  3. Each year the colors and dates on the passes will be changed making previous years’ passes easily recognized as invalid.
  4. Owners will be advised to keep two “Guest” passes in a convenient place in the unit and place the third in a hidden location in the event that one of the hanger passes is lost. The replacement cost of each “Guest” pass will be $150, payable to the Indian Hills Owners Association.
  5. No printed paper rental company placard passes will be recognized as legitimate Indian Hills parking passes. The use of such passes will result in ticketing by the parking enforcement agency.
  6. After the issuance of two tickets at least one - week apart, towing removal of the vehicle from the parking lot by Milne Towing Co. (530) 587-6000 may be done. Towing authorization must first be given to the parking enforcement agency by a Director of the Indian Hills Owners Association prior to the vehicle’s removal.
